บทคัดย่อ
ระบบสารสนเทศเพื่อติดตามการใช้จ่ายงบประมาณตามแผนปฏิบัติราชการและ
ยุทธศาสตร์กระทรวงคมนาคม จัดทำขึ้นเพื่อมีความถูกต้องของข้อมูลค่อนข้างสูง และสามารถ
เรียกดูข้อมูลได้อย่างรวดเร็ว รวมทั้งเพื่อการจัดเก็บข้อมูลที่เป็นส่วนกลางร่วมกัน เพื่อลดความ
ผิดพลาดและความซ้ำซ้อนของข้อมูล โดยนำเอาเทคโนโลยีทางด้านระบบอินเตอร์เน็ต มารวมกับ
ระบบจัดการฐานข้อมูลแบบสัมพันธ์ โดยมีโปรแกรมภาษาที่ใช้ในการพัฒนาเป็นตัวเชื่อมการ
ทำงานเข้าด้วยกัน ทำให้ผู้ใช้งานสามารถใช้งานระบบจากที่แห่งใดก็ได้โดยผ่านระบบอินเตอร์เน็ต
การพัฒนาระบบสารสนเทศเพื่อติดตามการใช้จ่ายงบประมาณตามแผนปฏิบัติราชการ
และยุทธศาสตร์กระทรวงคมนาคมงานพัฒนาด้วยฐานข้อมูล Microsoft SQL Server 2005 และ
เทคโนโลยี .NET ในการนำเสนอข้อมูลจะนำเสนอในรูปแบบเว็บเบสแอพพลิเคชั่น (Web based
application) ผู้ใช้งานสามารถดูรายงานผ่านโปรแกรมบราวเซอร์ นอกจากนี้ ระบบที่พัฒนาขึ้นมา
จะรวบรวมข้อมูลมาจัดเก็บไว้ฯ ณ แห่งเดียวกัน จึงจ่ายต่อการรวบรวมข้อมูลเพื่อจัดทำการพัฒา
ระบบต่อไปในอนาคต
Abstract
Management Information System for Monitoring and Evaluation of Budget with
Action and Strategic Planning of Ministry of Transport the demonstration of the budget
allocation was performed at the department and ministry levels in order to update and
unite the monitoring. This will bring about the recognition of the past information which
reflects the progression, the achievement and the obstacles of the implementation in
order for the application of the system to develop and improve making plans and
policies and adoption measures and leading to the right decision making. The budget
allocation according to the action and strategic plans of providing the information,
reduce the burdensome paper work and data storage, shorten the procedure of
providing information considered as and tools to help monitor the budget dispense and
enhance the efficiency of budget information services for executives to user the data in
their own decision processes.
The development of Management Information System for monitoring the budget
dispense based on the action and strategic plans performs through Microsoft SQL
Server 2005 and .Net Technology so as to present the information in the form of Web
based Application. Users are able to view the report via program browsers. In addition,
the system can store the information at the same place after that it will distribute the data
to the collection system order to further the development of the system.
