บทคัดย่อ
ชัยพฤกษ์ ฟักเฟื่องบุญ 2558 : ระบบช่วยคิดคำนวณค่าธรรมเนียมบริการฝากส่งสิ่งของขนาดใหญ่ (Logispost) ของ บริษัท ไปรษณีย์ไทย จำกัด

บริษัท ไปรษณีย์ไทย จำกัด ได้ให้บริการทางด้านธุรกิจไปรษณีย์ บริการทางการเงิน โดยใช้ระบบ CA POS ซึ่งเป็นระบบ พอยท์ ออฟ เซลล์ (Point of Sale) ในการให้บริการลูกค้า บริษัทยังให้บริการรับฝากสิ่งของขนาดใหญ่ (Logistpost) อีกด้วย ปัจจุบันมีรูปแบบการคิดอัตราค่าบริการมีสองวิธีการคือ คิดอัตราค่าบริการสำหรับสินค้าสำเร็จรูป และคิดอัตราค่าบริการตามพิกัดน้ำหนัก (น้ำหนัก/ปริมาตร) โดยใช้วิธีการคิดอัตราค่าบริการจากเอกสาร ทำให้ใช้เวลาในการตรวจสอบอัตราค่าบริการนานและเกิดข้อผิดพลาดในการคิดอัตราค่าบริการ
ดังนั้นเพื่ออำนวยความสะดวกพนักงานในการให้บริการลูกค้าจึงต้องมีการพัฒนาระบบช่วยคิดคำนวณค่าธรรมเนียมบริการรับฝากส่งสิ่งของขนาดใหญ่ (Logispost) สำหรับคำนวณอัตราค่าบริการของบริการสำหรับสินค้าสำเร็จรูป และ บริการตามพิกัดน้ำหนัก โดยระบบสามารถตรวจสอบได้ว่ารหัสไปรษณีย์ผู้ส่งและผู้รับอยู่ในโซนใด ระบบจะคิดคำนวณอัตราค่าบริการโดยอัตโนมัติเพื่อลดระยะเวลาในการให้บริการลูกค้า
การประเมินผล แบ่งได้ 2 ส่วน คือ 1.การประเมินด้านการใช้งานตามวัตถุประสงค์ โดยให้เจ้าหน้าที่ด้านปฏิบัติการและเจ้าหน้าที่ด้านตลาดทดสอบการใช้งานระบบว่าเป็นไปตามวัตถุประสงค์หรือไม่ 2.การประเมินด้านประสิทธิภาพของระบบงานโดยจะเปรียบเทียบเวลาในแต่ละขั้นตอนของการให้บริการระหว่างระบบปัจจุบันกับระบบใหม่ที่พัฒนาขึ้นว่าระบบใหม่สามารถให้บริการได้รวดเร็วกว่าระบบปัจจุบันหรือไม่
ผลการประเมินทีได้ คือ ระบบสามารถทำงานได้ทุกฟังก์ชั่นตามที่ผู้ใช้งานต้องการและระบบใหม่สามารถให้บริการรับฝากสิ่งของโลจิสโพสต์ได้รวดเร็วกว่าระบบปัจจุบัน

Thailand Post Co., Ltd. is a state enterprise in the form of company that provides postal services in Thailand by using CA POS as a point of sale. Thailand post also provides a service so called Logispost which is for parcel weight between 20-200 Kg. To calculate the postage cost for Logispost, there are two methods. The first one is a ratio of weight per volume calculation and the second one is a product type calculation. The conventional process of postage charge calculation is manually done by looking up the shipping price and destination zone in the printed paper. This has caused a wrong postage charge calculation and slow service.
Logispost Service System of Thailand Post has been introduced and developed which aims to improve the quality of service. The system was developed by with C#.NET language. The system can automatically verify and calculate the postage charge by searching zone areas from postcodes of senders and receivers.
The evaluation was tested two parts. The first one is a functional requirement test which is assessed by operational officers and marketing officers whether the system can work correctly for instance, price and zone testing. The second evaluation is a performance testing which aims to compare a time spending with the old and new system whether a new system can improve a time efficiency of service.
The result of evaluation show that the system can shorten the length of service for each customer per item by approximately 3 minutes
