บทคัดย่อ
กรมแผนที่ทหารมีภารกิจหลักคืองานรังวัดและสำรวจ กำลังพลส่วนใหญ่มีภารกิจนอกหน่วยทั้งปี การจัดการข้อมูลกำลังพล การจัดสรรภารกิจขาดการบูรณาการแหล่งข้อมูล เกิดปัญหา ด้านความสอดคล้อง ความถูกต้อง และความทันสมัย กำลังพลได้รับผลกระทบจากปัญหาดังกล่าว เช่น การได้รับภารกิจซ้ำซ้อน การไม่ได้รับแจ้งคำสั่ง ข้อมูลประวัติไม่ทันสมัย เป็นต้น มีการ นำระบบงานของหน่วยเหนือที่สับสนุนการจัดการข้อมูลกำลังพล แต่ไม่รองรับกระบวนการการทำงานและการจัดหน่วยของกรมแผนที่ทหาร
การปรับปรุงกระบวนการทำงาน (Business Process Re-engineering) เพื่อจัดการทรัพยากรมนุษย์ เป็นแนวคิดที่นำมาใช้แก้ปัญหาข้างต้น โดยการศึกษาปัญหาและข้อบกพร่อง ของระบบงานเดิม วิเคราะห์และออกแบบกระบวนการใหม่ที่สนัสนุนการจัดการทรัพยากรมนุษย์ แบบ “กึ่งไม้นวม” (ดำเนินการภายใต้กรอบระเบียบอย่างยืดหยุ่น) อาศัยเทคโนโลยีโปรแกรมประยุกต์บนเว็บมาสนับสนุนการพัฒนาระบบ ในชื่อ “ระบบปรับปรุงข้อมูล กำลังพลออนไลน์ เพื่อการจัดการภารกิจกำลังพล” มีจุดเด่น คือ เชื่อมโยงข้อมูลกำลังพลกับภารกิจและเอกสารอิเล็กทรอนิกส์ เข้าด้วยกัน
ผลที่ได้รับจากการศึกษาค้นคว้าอิสระ คือ ระบบการจัดการข้อมูลกำลังพล ภารกิจ และเอกสารอิเล็กทรอนิกส์ที่บูรณาการข้อมูลทั้งหมดให้อยู่ในระบบงานเดียวกัน ตามแนวคิด การออกแบบและปรับปรุงกระบวนการทำงานเพื่อสนับสนุนการจัดการทรัพยากรมนุษย์ รองรับ การใช้งานทั้งในและนอกหน่วย ลดระยะเวลาดำเนินการปรับปรุงข้อมูลประวัติ (จาก 30 นาที เหลือ 3-5 นาที) ลดขั้นตอนการการปรับปรุงข้อมูลประวัติ (จาก 7 ขั้นตอน เหลือ 3 ขั้นตอน) และลดระยะเวลาพิจารณาและปรับปรุงภารกิจกำลังพล (จาก 3 วัน เหลือ 1 วัน) ทั้งนี้ หากนำระบบไปใช้งานจริง จะทำให้เกิดการเปลี่ยนแปลงพฤติกรรมการดำเนินงานของเจ้าหน้าที่ด้านกำลังพล จึงต้องมีการฝึกอบรมการใช้งานให้แก่เจ้าหน้าที่ผู้เกี่ยวข้องในลำดับต่อไป
Abstract
The main mission of Royal Thai Survey Department (RTSD) is ground surveying and base mapping. Most troops operate outside the unit. Lack of integration between troops personnel information management and troops mission allocation cause issues of consistency, accuracy and modernity. Troops are affected by problems such as the redundant mission, non-acknowledge mission order and outdate personnel information. The personnel information management system from the commanding units was inconsistent to the existing operation of RTSD.
The Improvement of work processes (Business Process Re-engineering) for human resource management is the concept to solve the above problems. Study the problems and defects of the existing work processes. Analysis and design of new processes to supports the management of human capital is "semi-blandness" (operated under a flexible regulatory framework). Web application technology supports the development of the "Online Profile Tracking and Calendar (OPTAC-RTSD)". The prominent feature is link of personnel information to the mission and electronic documents together.
The results of the independent study is the integrating system of personnel information management, mission and electronic documents according to the semi-blandness concept of improve work processes to support the management of human resources. Support the use of multiple users from inside and outside the units. Reduce the time to update historical data (from 30 minutes to 3-5 minutes). Reduce the process of updating the data records (from 7 stages to 3 stages). Reduce the mission consideration time (from 3 days to 1 day). If the system goes live, the system will change the operation behaviors of the human resource officers and there must be training to the authorities in the following order.
