บทคัดย่อ
ปัจจุบันรัฐบาลให้ความสำคัญต่อการดำเนินงานด้านรัฐบาลอิเล็กทรอนิกส์ (e-Government) ให้สามารถก้าวไปสู่จุดหมายของการบูรณาการเชื่อมโยงหน่วยงานภาครัฐ (Connected Government) โดยมุ่งเน้นการมีส่วนร่วมของภาคประชาชน ทั้งนี้มีประเทศไม่ต่ำกว่า 30 ประเทศทั่วโลก เช่น ประเทศอังกฤษ และประเทศนิวซีแลนด์ ที่ได้ดำเนินการตามแนวทางนี้ กระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร ได้มีการพัฒนากรอบแนวทางการเชื่อมโยงรัฐบาลอิเล็กทรอนิกส์แห่งชาติ (e-Government Interoperability Framework: e-GIF) ที่เรียกว่า TH e-GIF ตั้งแต่ปี พ.ศ. 2549 เพื่อใช้สนับสนุนการพัฒนาบริการร่วมกันของรัฐบาลอิเล็กทรอนิกส์ในหน่วยงานภาครัฐ ซึ่งการพัฒนาชุดมาตรฐานกลางข้อมูล (Universal Core Set) และชุดมาตรฐานรายการข้อมูลร่วมขั้นต่ำ (Minimum Data Core set) เป็นสิ่งสำคัญสำหรับการพัฒนา TH e-GIF โดยข้อมูลนั้นจะต้องอาศัยความเห็นพ้องต้องกันของผู้มีส่วนเกี่ยวข้องกับข้อมูลจากทุกหน่วยงานทั้งภาครัฐและเอกชน เช่น ข้อมูลบุคคล ข้อมูลที่อยู่ เอกสาร ข้อมูลยานพาหนะ ข้อมูลองค์กร และข้อมูลกิจกรรมหรือโครงการ เป็นต้น
การศึกษาค้นคว้าอิสระในครั้งนี้มุ่งเน้นไปที่การพัฒนากระบวนการและเครื่องมือสนับสนุนกระบวนการสร้างความเห็นพ้องต้องกันเพื่อที่จะใช้สร้างชุดมาตรฐานรายการข้อมูลร่วมขั้นต่ำ (Minimum Data Core Set) ของข้อมูลบุคคล ข้อมูลที่อยู่ และช่องทางการติดต่อ โดยการใช้แบบสำรวจออนไลน์ในการสำรวจความคิดเห็นจากบุคลากรของหน่วยงานภาครัฐโดยใช้ทฤษฎีเดลฟาย และวิเคราะห์ข้อมูลโดยใช้ทฤษฎีพิสัยระหว่างควอไทล์ (Interquartile Rage) ซึ่งสามารถสรุปชุดมาตรฐานรายการข้อมูลร่วมขั้นต่ำได้ 28 ชุดข้อมูล
ผลของการศึกษาครั้งนี้ประกอบด้วยขั้นตอนของกระบวนการและเครื่องมือสำหรับสร้างมาตรฐานกลางข้อมูล ซึ่งจะสามารถนำไปประยุกต์ใช้กับการสร้างงานบริการที่หลากหลายให้แก่ประชาชนได้ในอนาคต เช่น การติดตามข้อมูลสุขภาพ การให้บริการข้อมูลการศึกษา และการจ้างงาน เป็นต้น
Abstract
In order to leap over e-Government and go directly towards Connected Government, the government needs to focus on strategic implementation with citizen participation. Like the other 30 countries around the world such as United Kingdom and New Zealand, the Ministry of Information and Communication Technology (MICT) has developed and maintained, since 2006, several facilities in support of government agencies in developing e-Government under the Project Initiative, called TH e-GIF: Thailand e-Government Interoperability Framework. The Universal Data Standard Set, or minimum core set, has been recommended as an important part of TH e-GIF. Those data set are commonly shared and understood among all domains, such as personal, addresses, documents, vehicles, organizations, and activities or projects.
This independent study focuses on developing a platform and tool for supporting a consensus process to obtain minimum core set of person data, addresses and communication channel. Based on e-Survey through the government agencies, the Delphi theory is applied to analyze those surveyed data. Using theoretical Interquartile Range, there are 28 data set needed.
The outcome of this study consists of a practice procedure, platform and tool for data standardization, which could be applied to other domains. Moreover, the obtained minimum core set could be implemented, in the future, for many services applications to citizen such as tracking health service profile, education profile, and employment profile etc.
