บทคัดย่อ
การศึกษาอิสระฉบับนี้มีจุดประสงค์เพื่อศึกษาความต้องการของกรมโยธาธิการและผังเมือง เกี่ยวกับการพัฒนาความสามารถของบุคลากรในการปฏิบัติงาน ซึ่งพบว่าระบบฐานข้อมูลส่วนบุคคลของวิศวกรกรมฯ นี้ มีการจัดเก็บเก็บไว้ไม่เป็นระเบียบ ฝ่ายบริหารไม่สามารถติดตามข้อมูลได้อย่างมีประสิทธิภาพ โดยเฉพาะอย่างยิ่งข้อมูลเกี่ยวกับการพัฒนาการเรียนรู้สำหรับวิศวกร ดังนั้นจึงมีความจำเป็นที่จะต้องพัฒนา Web database Application ขึ้นมาชุดหนึ่ง โดยใช้หลักเกณฑ์กิจกรรมของโครงการพัฒนาวิชาชีพวิศวกรรมอย่างต่อเนื่อง (Continuing Professional Development - CPD) ของสภาวิศวกรเป็นต้นแบบ โดยให้ชื่อว่า CPD Web Application
CPD Web Application ถูกพัฒนาออกมาเป็น 2 ส่วน สำหรับวิศวกร และหน่วยงานที่มีหน้าที่รับผิดชอบด้านการพัฒนาบุคลากรขององค์กร วิศวกรสามารถนำเข้าข้อมูลกิจกรรมการพัฒนาตนเอง หรือเลือกที่จะส่งข้อมูลดังกล่าวให้กับเจ้าหน้าที่เพื่อนำเข้าข้อมูลนั้นแทน ซึ่งผลลัพธ์ของการนำเข้าข้อมูลทำให้วิศวกรสามารถทราบถึงจำนวนหน่วยพัฒนา (Personal Development Unit - PDU) ของตนเอง
การออกแบบและพัฒนาเครื่องมือ CPD Web Application ใช้เครื่องมือแบบเปิดเผยรหัส(Open source) ทั้งหมดในการพัฒนา ได้แก่ ภาษาสคริปต์ PHP ทำงานร่วมกับระบบฐานข้อมูลเชิงสัมพันธ์ MySQL ผ่านระบบเครือข่ายอินทราเน็ตภายในองค์กรและใช้ Apache เป็นเว็บเซิร์ฟเวอร์ในการให้บริการ
ผลจากการทดลองใช้ระบบ ทำให้วิศวกรสามารถเรียกดูบันทึกกิจกรรมการพัฒนาการเรียนรู้ของตนเองเพื่อปฏิบัติให้เป็นไปตามเกณฑ์ของการพัฒนาวิชาชีพวิศวกรอย่างต่อเนื่อง และผู้บริหารสามารถใช้ข้อมูลดังกล่าวเป็นส่วนหนึ่งของการตัดสินใจพิจารณา ในส่วนที่เกี่ยวข้องกับการปฏิบัติ งานในหน้าที่ของวิศวกรต่อไป
Abstract
This Independent Study aims at finding out the immediate needs of the Department of Public works and Town & Country Planning for the enhancement of personnel work performance and it is initially found that the personal information system storing the training files of all engineers is not adequate to answer the requests made by the administration, especially the files on a continuing professional development. So, it is needed to develop a Web database application entitled the Continuing Professional Development Web Application (CPD Web Application), applying the principles and relevant activities initiated by the Engineers Council of Thailand.
CPD Web Application comprises two sections, one for the engineers and the other for the working unit responsible for personnel development in the organization. An engineer can key in his own pertinent personal data or have the man in charge do the job for him. The storage of personal data as such reveals the personal development units (PDU) for each engineer.
To design and develop the CPD Web Application, two main open source tools namely PHP and MySQL are used through the intranet in the organization and serviced through Apache, a Web server.
The significant outcomes after trying out the CPD Web Application were twofold : the engineers could request successfully their own personal data, specifically on continuing professional development and the administration could make use of the data concerned as required.
