บทคัดย่อ
ระบบต้นแบบธุรกรรมอิเล็กทรอนิกส์ เพื่ออำนวยความสะดวกด้านพิธีการส่งออกกุ้ง แบบครบวงจร มีวัตถุประสงค์เพื่อศึกษาการนำระบบอิเล็กทรอนิกส์มาใช้ในการปรับปรุงกระบวนการส่งออกกุ้งในปัจจุบัน ออกแบบชุดข้อมูลมาตรฐาน ของเอกสารสำหรับการส่งออกกุ้ง และพัฒนาระบบต้นแบบเพื่อแสดงถึงความเป็นไปได้ในการนำเทคโนโลยีสารสนเทศมาประยุกต์ใช้ เพื่ออำนวยความสะดวก ลดขั้นตอนการทำงานที่ไม่ก่อให้เกิดประโยชน์และมูลค่าเพิ่ม และลดต้นทุนในการดำเนินงาน
การออกแบบรายการข้อมูลมาตรฐาน และชุดข้อมูลมาตรฐาน ได้ถูกออกแบบโดยอ้างอิงจากรายการข้อมูล รวมถึงรายการรหัสข้อมูลที่เป็นมาตรฐานสากล เช่น UNTDED (ISO7372) เป็นต้น ในส่วนของระบบต้นแบบนั้น ถูกพัฒนาขึ้นโดยใช้เทคโนโลยีจาวา และ ebXML เพื่อแสดงให้เห็นถึงความเป็นไปได้ในการรับส่งข้อมูลระหว่างระบบในรูปแบบเอกสาร XML โดยใช้โปรโตคอล ebXML Messaging Service และการใช้เทคโนโลยีลายเซ็นต์ดิจิตอล (Digital Signature) และใบรับรองดิจิตอล (Digital Certificate) ในการยืนยันความถูกต้องของข้อมูลเอกสารในการส่งออก
จากผลการดำเนินการสรุปได้ว่า กระบวนการ และชุดข้อมูลมาตรฐานที่ออกแบบขึ้นนั้น สามารถลดขั้นตอนของกระบวนการส่งออกในปัจจุบัน รวมถึงลดจำนวนรายการข้อมูลที่ผู้ส่งออกต้องกรอกในการยื่นคำร้องต่าง ๆ ได้ นอกจากนี้การพัฒนาระบบต้นแบบยังแสดงให้เห็นว่าการนำเทคโนโลยีสารสนเทศมาประยุกต์ใช้ในการปรับปรุงกระบวนการส่งออกนั้นมีความเป็นไปได้
Abstract
This independent study is about A Pilot E-Transaction System for Facilitating Integrated Shrimp-Exporting Formalities. The purpose of this work is to study the application of information system to improve current shrimp exporting procedures, design new processes and standard data set for documentation requirements involved in shrimp exporting formalities, and develop a pilot system to illustrate the usage of information technology. The goal is to facilitate, reduce non-value-added tasks and reduce cost in the shrimp export process.
The standard data sets are designed with respect to international standardized data sets and code lists based on UNTDED (ISO 7372). The pilot system is developed using Java and ebXML technology to illustrate the feasibility of document exchange between different information systems in XML formats using ebXML Messaging Service as the transport protocol as well as the use of digital signature and digital certificate to verify the integrity of signed export-related documents.
The result of the study shows that the newly designed processes and standard data sets can reduce the steps involved in shrimp exporting processes as well as the number of data elements that the exporter needs to fill in for exporting purposes. Moreover, the pilot system illustrates that the use of information technology to facilitate shrimp exporting process is possible and very useful.
