บทคัดย่อ
ปัจจุบันระบบการเลือกตั้งดั่งเดิมที่ใช้อยู่ มีปัญหาและความยุ่งยากในการนับคะแนน สิ้นเปลืองแรงงาน ทั้งยังมีความจำเป็นต้องขนย้ายหีบบัตรเลือกตั้ง ซึ่งนำมาซึ่งสาเหตุการทุจริต ขาดความโปร่งใส่
โครงงานนี้ เป็นการพัฒนาระบบการเลือกตั้ง ทางอิเล็คทรอนิค มีจุดประสงค์ให้สามารถตรวจสอบได้ มีความรวดเร็วแม่นยำในการนับคะแนน ขจัดปัญหาการขนย้ายบัตรเลือกตั้ง ทั้งนี้โดยอาศัยความรู้เกี่ยวกับการจัดการระบบฐานข้อมูล ขั้นตอนการออกแบบระบบตาม ยูเอ็มแอล ในการพัฒนา ทั้งนี้ระบบสามารถปรับให้ใช้กับการเลือกตั้งได้หลากหลายรูปแบบ โดยไม่ต้องพัฒนาโปรแกรมใหม่
โครงงานนี้ ยังไม่รวมถึงการพัฒนาความปลอดภัย ระหว่างหน่วยเลือกตั้งกับสถานีกลางและ ไม่ได้ให้ความรู้กับสาธารณะชน เรื่องการเลือกตั้งอิเล็คทรอนิค จากการทดลองใช้งาน การทดสอบเลือกตั้งทั้งในแบบ การเลือกตั้งสมาชิก สภาผู้แทนราษฏรและแบบการเลือกตั้งสมาชิกวุฒิสภา ระบบมีความสะดวกในการใช้งาน และป้องกันความผิดพลาดของผู้ลงคะแนนเสียง ได้เป็นอย่างดี
Abstract
Classical election system entails heavy manpower and counting difficulties, requires secure transportation of ballot cards, and provides opportunities for ballot fixing, all of which are detriment to the democracy system.
This independent study develops an electronic election system (e-Election) in such a way that it can be transparently audited, provides accurate and instantaneous counting, and eliminates the transportation of ballot cards through the use of electronic ballot cards which are transferred via computer network. The development process employs the fundamentals of database design and the Unify Modeling Language (UML) as the guidelines. The system is intended to be reconfigurable to various election formats without having to rewrite the program.
The scope of this study doesn’t cover the security aspect of the system, nor the public education required for the acceptance of the new election paradigm. From the simulated representative election and simulated senate election, the system performs flawlessly and is able to alert on potential user errors.
