บทคัดย่อ
ปัจจุบันนี้การทำธุรกรรมอิเล็กทรอนิกส์ไม่ใช่เรื่องใหม่ สำหรับการทำธุรกิจในปัจจุบันได้มีการนำเทคโนโลยีใหม่ๆ และมาตรฐานต่างๆ เพื่อใช้ในติดต่อสื่อสารกันอย่างมีประสิทธิภาพได้ผ่านทางเครือข่ายอินเทอร์เน็ต ซึ่งกรอบแนวทางการพัฒนาระบบแบบต่างๆ ได้ถูกพัฒนาขึ้นเช่น Electronic Data Interchange (EDI), RosettaNet, Commerce XML (cXML), BizTalk และ electronic business XML (ebXML) โดยเฉพาะ ebXML ซึ่งเป็นกรอบแนวทางการทำธุรกรรมอิเล็กทรอนิกส์ที่เป็นมาตราฐานใหม่ล่าสุด และมีผู้ที่สนใจเข้าร่วมพัฒนาเป็นจำนวนมาก
ทั้งนี้เพื่อให้เกิดความกระจ่างต่อผู้สนใจ ผู้ค้นคว้าได้นำเอารูปแบบของระบบแลกเปลี่ยนข้อมูลทางธุรกรรมอิเล็กทรอนิกส์เพื่อธุรกิจการขนส่งสินค้าทางอากาศมาเป็นต้นแบบในการนำเสนอ โดยมีการแปลงเอกสารที่ใช้อยู่ในระบบงานปัจจุบันมาเป็นเอกสาร XML และ จำลองระบบการรับส่งข้อมูลเพื่อทำธุรกรรมทางด้านการส่งออกสินค้าทางอากาศด้วยเทคโนโลยี ebXML โดยสมมุติองค์กรทีเกี่ยวข้องภายในระบบทั้งหมดสามส่วนคือ บริษัท การบินไทย จำกัด (มหาชน) ฝ่ายการพาณิชย์สินค้าและไปรษณียภัณฑ์ (Thai Airways International Public Company Limited – THAI Cargo), SITA และ กรมศุลกากร (Thai Customs) โดยมีการแปลงเอกสารทั้งสิ้น 3 เอกสารคือ ใบตราขนสินค้าทางอากาศ (Master Air Way Bill), Flight Manifest และ เอกสารรายงานบัญชีสินค้า (Customs Cargo Report Message: CUSCAR)
รายงานนี้ได้นำเสนอสถาปัตยกรรมและพัฒนาระบบที่สามารถแลกเปลี่ยนเอกสาร XML กันระหว่างระบบของทั้งสามองค์กรนั้นในลักษณะอัตโนมัติด้วยโปรโตคอล ebMS
Abstract
Today, Electronic business is not the new technology for doing business. In the real world, the electronic business may adopt many frameworks such as Electronic Data Interchange (EDI), RosettaNet, Commerce XML (cXML), BizTalk, and electronic business XML (ebXML). Thai Customs tries to encourage exporters and importers to use the EDI technology to reduce complexity and error of documentation but EDI technology is not suitable for SME because it’s relatively expensive and EDI is a close system that means it’s difficult to implement by many small enterprise.
This report proposes a solution for the Small and Medium Enterprises (SME) to do the global business with the electronic business XML framework (ebXML) because it is possible to provide solution to do business with cheaper investment and more acceptances from the global business committee. The other ebXML capabilities are reliability messaging, and reusable business process.
This report proposes a system architecture and develop a system for the Air Cargo Community System as a prototype of implementation electronic business with ebXML framework. This system consists of three parties that are Thai Airways International Public Company Limited – THAI Cargo, SITA, and Thai Customs. This study has converted the three old documents, i.e. Master Airway Bill, Flight Manifest, and Customs Cargo Report Message: CUSCAR, to the new documents that compliant with the ebXML document standard.
