บทคัดย่อ
ในปัจจุบันสถานการณ์โลกมีการเปลี่ยนแปลงอย่างต่อเนื่องไม่หยุดนิ่ง ส่งผลให้เกิดการพัฒนาที่ดำเนินไปอย่างรวดเร็ว ทุกพื้นที่ต่างต้องการปัจจัยที่จะช่วยให้การดำเนินการเหล่านั้นเป็นไปด้วยความมีประสิทธิภาพ ทั้งนี้ปัจจัยหนึ่งที่มีความสำคัญยิ่งคือ การมีแผนที่ที่ทันสมัยเพื่อใช้ในการวางแผนวิเคราะห์ แก้ไข ปรับปรุงพัฒนาได้ทันต่อเหตุการณ์และความต้องการ
ปัญหาในการสำรวจและรวบรวมข้อมูลการทำแผนที่ในปัจจุบัน ต้องใช้เครื่องมือสนับสนุนได้แก่ Pocket Stereo เพื่อช่วยในการมองเห็นข้อมูลที่ปรากฏบนรูปถ่ายทางอากาศได้ดียิ่งขึ้นด้วยการขยายรายละเอียดที่ปรากฏให้มีขนาดใหญ่ขึ้น แต่ในขณะนี้สามารถขยายได้ระดับหนึ่งเท่านั้น ทำให้การมองเห็นในส่วนที่มีรายละเอียดที่เล็กในรูปถ่ายทางอากาศกระทำได้ยาก อีกทั้งข้อมูลที่ได้จากการสำรวจและรวบรวมข้อมูลเพื่อการทำแผนที่ในปัจจุบันยังใช้การบันทึกข้อมูลด้วยกระดาษทำให้การนำข้อมูลที่ได้ไปใช้งานได้ยาก และแม้ว่าในปัจจุบันได้มีซอฟต์แวร์ลิขสิทธิ์ที่ทำหน้าที่ช่วยในการสำรวจและรวบรวมข้อมูลการทำแผนที่ แต่สามารถใช้งานได้หนึ่งเครื่องต่อซอฟต์แวร์หนึ่งชุดเท่านั้นอีกทั้งยังมีราคาสูงเกินกว่าที่งบประมาณทางราชการจะสามารถจัดหาให้เพียงพอต่อความต้องการได้
ดังนั้นโครงการศึกษาค้นคว้าด้วยตนเองนี้จึงมุ่งเน้นที่จะนำเทคโนโลยีที่มีอยู่มาพัฒนาเป็นโปรแกรมประยุกต์ที่มีต้นทุนต่ำสำหรับหน่วยงานราชการ โดยสามารถทำงานทดแทนเครื่องมือ Pocket Stereo และเก็บข้อมูลในรูปแบบเชิงเลข (Digital) ในลักษณะเดียวกันกับซอฟต์แวร์ลิขสิทธิ์ดังกล่าว เครื่องมือหลักในการพัฒนาโครงการนี้คือ Microsoft Visual Basic 6 หลักและใช้ Map Object ของบริษัท ESRI เป็นเครื่องมือช่วยในการแสดงแผนที่และรูปภาพต่างๆที่จำเป็นในการสำรวจและเมื่อผู้สำรวจทำการเลือกวัตถุในแผนที่ โปรแกรมจะแสดงหน้าจอให้ผู้สำรวจใส่ข้อมูลของวัตถุนั้นโดยการเชื่อมโยงระหว่างแผนที่และฐานข้อมูล
ผลจากการศึกษาและพัฒนาทำให้ได้โปรแกรมประยุกต์ที่ทำงานบนเครื่องคอมพิวเตอร์แบบ Notebook ซึ่งสามารถแสดงแผนที่เชิงเลขบนหน้าจอและสามารถทำการขยายแผนที่เชิงเลขดังกล่าว เพื่อแยกแยะรายละเอียดของแผนที่ได้ง่าย อีกทั้งผู้สำรวจยังสามารถใส่ข้อมูลที่ได้ทำการสำรวจแล้วลงไปในฐานข้อมูลที่เชื่อมโยงกับแผนที่โดยตรง ส่งผลให้เกิดความรวดเร็วและยังช่วยลดปัญหาการอ่านลายมือของผู้สำรวจบางคนที่เขียนหนังสืออ่านยากและข้อมูลที่ได้สามารถนำมาใช้งานได้อีกโดยไม่จำกัดจำนวนครั้งและใช้เวลาเตรียมข้อมูลเพียงเล็กน้อยเนื่องจากมีการจัดเก็บในรูปแบบของระบบฐานข้อมูลเชิงสัมพันธ์ นอกจากนี้ยังสามารถนำข้อมูลดังกล่าวไปใช้กับโปรแกรมประยุกต์อื่นๆได้ง่าย ซึ่งเป็นการเพิ่มศักยภาพของหน่วยงานทั้งด้านการทำงานเพื่อรัฐและการบริการประชาชนด้วยข้อมูลแผนที่ที่ทันสมัย คุณภาพสูง และมีความเป็นมาตรฐานอีกด้วย
Abstract
In every projects that are involving geographical development, there are factors which could effectively help planning, analyzing, and developing those geographical areas. One of the crucial factor is the processing of up to date map to be used in planning, analyzing, adjusting, improving and developing according to the events and needs, at the moment.
Existing problems occurred in surveying and gathering mapping information is required to use the support tools like Pocket Stereo. This is to help in clearifying and expanding the details’ information of Arial Photos. By the way, it has limitation in classifying some part of the photos and having a difficulty in seeing the smallest details. Other problems are the use of papers for data recording, so making a process of transformation harder. Even through, they are available software for this Map Data Entry but it has been limited by licensing which is very expensive and can be use for one machine per license. Therefore, government agency can not provide enough financial budgets related to this request.
Therefore, this Independent Study based on existing technology to develop low-cost application software for government sector which will replace Pocket Stereo and collected data in Digital format. This project was developed by using Microsoft Visual Basic 6 as major tool and Map Object (ESRI) as support tool to display maps, ortho photos and link between on-screen objects and database system. Surveyor will enter information of each object through input screen then stored in Microsoft Access Database by using the same identification code as object in the map.
Result of developing is applications that run on computer notebook. This application is able to display map on screen in thematic pattern and able to expand its result of clustering details of map. Furthermore, explorer is not only input information from research directly that become to faster working but also reduce error from hand writing reading because of “The Development of a Software Tool for Map Data Entry” use typing for data entry that user able to reuse in unlimited no. of usage and timeliness for data preparation because of information are kept in relational database pattern. Moreover user is convenience to apply information from this application to use with another application to potential both government issue and public services with update, quality and standard information.
